The Employment and Human Services Department is committed to supporting individuals and families who are experiencing homelessness or in need of rental or housing assistance. The following is a list of resources and how you may access them:

EHSD Programs:

Adult Protective Services (APS) Home Safe

The Home Safe program supports the safety and housing stability of individuals involved in Adult Protective Services by providing housing-related assistance using evidence-based practices for homeless assistance and prevention. You may contact your APS social worker for more information.

CalWORKs Housing Assistance

The CalWORKs Temporary Homeless Assistance (THA) program assists eligible and/or potentially-eligible CalWORKs families, who are homeless or at-risk of homelessness, to secure permanent housing, prevent eviction by payment of arrearages, or provide temporary shelter while families seek permanent housing.

CalWORKs Housing Support Program (HSP)

Participants in the CalWORKs program may be able to access housing supportive services and may apply for a special payment to meet their costs for temporary and permanent housing. You may contact your CalWORKs worker for more information.

Housing Disability Advocacy Program (HDAP)

The Housing and Disability Advocacy Program assists disabled individuals who are experiencing homelessness apply for disability benefit programs while also providing housing assistance. You may contact our Advocacy Services team for more information.

Information & Assistance (I&A)

For seniors and adults with disabilities, EHSD’s Aging & Adult Services (I&A) helpline provides information and assistance with housing resources, information and referrals to other services.

Season of Sharing (SOS)

EHSD’s Volunteer and Emergency Services (VES) in partnership with San Francisco Chronicle’s Season of Sharing (SOS) Program, provides emergency rental assistance and relief for families and individuals.

Transitional Housing Program (THP) / THP+

Our Transitional Housing Program is available for youth who are still in-care and over the age 16. Youth have the opportunity to live in their own apartment, with a roommate, in a supported environment. Our THP+ program is available for youth between ages 18-21. Youth may contact their Social Worker for more information.

Health Services - Health Housing and Homelessness (H3)

The Health, Housing and Homeless Services (H3) Division within Contra Costa Health Services (CCHS) integrates housing and homeless services across our county’s health system.

Contra Costa Council on Homelessness (CoH)

The Contra Costa Council on Homelessness, appointed by the Board of Supervisors, provides advice and input on the operations of homeless services, program operations, and program development efforts in Contra Costa County.
